West Papuan youth: 'We Need an Internationally Mediated Dialogue'

Statement by the International Youth Coalition for the Liberation of West Papua (IYCL-WP)
International Youth Coalition for the Liberation of West Papua (IYCL_WP) is representative body of all world youth movement that have a strong commitment to struggling for self-determination of West Papuan. The principal of movement is non-violent struggle against to liberalism, colonialism, militarism, indigenous marginalization, discrimination, human rights violations, and all forms of genocide, and colonial rule of special autonomy as well.

In annual meeting of IYCL_WP 2010, it was formulating a top policy to endorse peace talks through campaign and lobby to international community to settle out all problems of West Papua by peaceful manners.

West Papua is one of non-self governing territory that not been yet on the list of the United Nations Decolonization Committee and political status of the territory was ratified under UNGA resolution number 2504 illegally. In the fact, the illegal resolution totally violated to international human right law with act of free choice or act of no choice for West Papuan in 1969. It was only 1,022 of nearly one million West Papuan voted to join to Indonesian under military force so that it is not accordance to a fundamental rule of international practice “one man one vote”.

Republic State of Indonesia violated to international law, UN Charters, UN Conventions, and UN resolutions regarding to ensure the basic human rights laws including recognition of the sovereignty rights for colonies people of West Papua. Indonesia and many supporter states believe the special autonomy law as a constructive resolution to bring out the worst circumstances moreover human rights abuses and political situation for people of West Papua. However, Obviously statistically reported that under special autonomy era, it has been increased rapidly HIV AIDS 70% and 85 % poverty rate for indigenous Papuans, even more there are native people have been marginalized, killed, raped, persecuted, and tortured under military rule of Indonesia. For example; General Kelly Kwalik, the Highest Supreme Commander of National Liberation Army of West Papua, was killed by Indonesian military on 16 of December 2009 during doing his duty.

Approximately 50 years occupation force, sufferings and scarifications to local civilian of West Papuan hugely increased since the territory integrated illegally into the Unitary State of Republic of Indonesia on 1 of May 1963. 100, 000 of west Papuan freedom fighter and many foreigners died with demilitarization policy it was called military operation area according to terrorist state of Indonesia. Current situation reported that four Dutch journalists were jailed, Australian and Canadian employers been shot –dead in which they worked to second world largest gold mine company PT. Freeport McMoRan during 2009-2010 in Timika-West Papua, Indonesia.
Sustainable genocide programs of colonial state of Indonesia such as transmigration; send Java people occupied to all villages around West Papua land, Family Planning; enough two kids for west Papuan that strictly control by Jakarta. This ways never was settle a potential problem but creating more conflict between West Papuan and Indonesia. So international youth coalition has good will to seek a credible solution in term of settlement long ongoing matters of West Papua at least internationally mediated dialogue.

Solving out a political issue through peace manners and democratically are part of common international conflict resolution with involving third neutral party within mediation and negotiation process. So IYCL_WP strongly expresses to demand that:
1. Call to pacific countries to endorse a peaceful dialogue Jakarta-Papua at the annual meeting Pacific Island Forum and Melanesian Spearhead Groups 2010.
2. Demand to all states members of United Nations to push Indonesia to endorse a peace talks together with West Papuan.
3. Need whole international community to support the peaceful dialogue as the best way of carry out long standing conflict in West Papua.
4. Strongly condemn all form of violations and war from any efforts of the colonial state of Indonesia.
5. Hardly condemn a political packet such colonial concept of special autonomy because it was failed implementing in West Papua so need proper solution as peace process.
